Where do I signup to join the elite group of people who can park anywhere they want?  It seems that everywhere I go there are people parked in “No Parking” areas, fire lanes, tow-away zones, and handicapped spots, all clearly posted.  Of course, if I tried to park there I would get a ticket, but these people have apparently gotten some form of immunity.  Is there a website I can go to, or some form that I can mail somewhere?  Somebody please let me know.
